Resumen en español

Este artículo aborda, someramente, el estudio de la financiación de infraestructuras y servicios de transporte urbano. Tras un análisis, a partir de la bibliografía existente, de los diversos sistemas de tarificación: coste marginal social, equilibrio presupuestario, etc, estudia posibles beneficiarios del transporte urbano no usuarios de éste: empleadores, propietarios, etc, y agentes externos (vehículos usuarios de la vía pública), generadores de sobrecostes en el transporte, determinando su posible participación en la financiación de dicho sistema y los mecanismos de pago a establecer (tasas, gravámenes, peajes, etc). Tras un análisis de los sistemas existentes, tanto en servicio como en desarrollo, analiza con mayor detalle el Peaje Urbano, concebido como elemento regulador de los niveles de tráfico en vías cogestionadas y generador de recursos para la financiación tanto de la infraestructura que grava como de otros modos de transporte urbano.

Abstract

This article basically is about the study of financiation of infrastructures and services of urban road transport. After the analysis, from bibliography, of the different systems of pricing: social marginal cost, balance budget, etc, the analysis studies the possible beneficiary of urban transport not user of it: employers, owners, etc, and external agents (vehicles using the road), that give over cost in transport, thinking about its possible participation in the financiation of this system and thinking about the payment (taxes, impostes, toll, etc,). After the analysis of the casual systems, in service and develop, it gives special attention to Urban Road Pricing, created as a regulation element for levels of trafic on busy road and getting though it resources for the financiation of the infrastructure as others urban transport systems.
