Este artículo ofrece una visión panorámica de la evolución reciente de los programas de concesiones de carreteras en los países en desarrollo, con especial atención a Iberoamérica. Se analizan con detenimiento el caso de Argentina y de México, dos de los países iberoamericanos con mayor desarrollo del sistema concesional junto con Chile, país que se analiza con detalle en otro artículo de este mismo número. Se exponen los principales resultados obtenidos en estos dos países en el desarrollo del sistema concesional en carreteras y se presentan las principales lecciones que pueden extraerse. Muchos de los aspectos que resultaron críticos en ambos países son analizados al comentar los diversos aspectos de la nueva Ley Reguladora de Concesiones de Obras Públicas. Este nuevo marco legislativo permitirá que el impulso que se dé a la participación privada pueda servir de ayuda al desarrollo del sistema concesional en los países en desarrollo, principalmente en Iberoamérica.

Abstract
The present article gives an overview of recent developments in road concession programmes in developing countries and particularly focusing on Latin America. The author provides a detailed study of the cases of Argentina and Mexico. These countries together with Chile (which is the subject of analysis in a further article within this issue) being two of the Latin American countries where the concession system is more widely developed. The article describes the main results obtained in these countries as a result of the development of the road concession system and indicates the main lessons which may be gathered from the same. Many of the aspects which are critical in these two countries are analyzed in the light of the new law of Public Works Concessions. This new legislative framework provides an impetus to private participation which may well serve to further develop the concessionary system in developing countries and particularly those in Latin America.
