Pretende el autor reflexionar sobre la situación actual de los distintos modelos de financiación privada de infraestructuras y el impacto que el nuevo anteproyecto de Ley reguladora de la Concesión de Obras Públicas tendrá en la financiabilidad de las mismas. Se analizan inicialmente los cuatro métodos básicos de financiación que son: Project Finance; Titulización; Mercado de Capitales y Método Alemán. Se hace especial hincapié en la importancia creciente de la calificación crediticia o "rating" de la deuda anexa a un proyecto de inversión de infraestructuras, de manera que en el futuro habrá más diferencia en el coste de los fondos para las infraestructuras buenas (desde el punto de vista financiero) y las no tan buenas. Se destaca el deber de las administraciones públicas de reducir el riesgo global de la deuda anexa a las infraestructuras, con mecanismos de ajuste directos de las tarifas en caso de desviaciones importantes en el tráfico real respecto del tráfico que sirvió de base para la adjudicación de la concesión. Por último, se analiza el efecto de la titulización, bien sea directa o indirecta, poniendo de manifiesto el peligro que suponen trámites administrativos en ocasiones insalvables. Como conclusiones podemos destacar que las concesiones deben ser un negocio razonable y autosuficiente y que es absolutamente necesario que todos los que invierten en el sector sean conscientes de la importancia que en el futuro tendrán los "ratings".

Abstract
The present article provides an overview of the various current forms of private finance for infrastructures and describes the effect that the new Spanish Public Works Concessions Bill will have on the financing of the same. The article sets out by analyzing four basic methods of finance, these being: Project Finance, Securitization, Capital Markets and the German Method. Particular emphasis is made on the growing importance of the credit rating of a debt associated with an infrastructure investment project. This credit rating implies that in the future there will be a far greater difference in the cost of funds for "good" infrastructures (from a financial point of view) and those that are not so good. The article underlines the obligation that the public authorities have to reduce the global risk of the debt associated with infrastructures using directly adjustable fee mechanisms in the case where there are important variations between the real traffic employing the infrastructure and that which served as the basis for the awarding of the concession. The author then considers the effect of both direct and indirect securitization and underlines the dangers imposed by bureaucracy on certain occasions. The article concludes by stating that concessions should be considered as a reasonable and self-sufficient business and emphasizes the need for a full awareness of the future implications of credit rating by all those involved in investment in the sector.
