Abstract
Monoline insurers are financial intermediaries who are relatively unknown in Europe. However, monoline insurance has an increasing role in the financing of infrastructures such as toll motorways, airports, public transport, ports, universities and colleges, among others together with the financing of regional and local bodies such as provincial and town councils. This type of intermediary first started in the capital markets in the United States and has recently started to operate in international markets, including Spain. Monoline insurers provide credit enhancement, guaranteeing credits, loans, bonds, future cash flows, asset backed securities, or the funding of local bodies and infrastructures, and grant these their own credit rating which is generally the maximum "AAA" rating. The body which receives the guarantee in exchange for an insurance premium subsequently improves its credit risk before the capital markets, thereby reducing the burden imposed by investors and banks on the financing and acceptance of this credit risk. Furthermore, this guarantee allows the customer to extend the financing terms over much longer periods, and on some occasions this can extend to over 20 years.
